Objectives:
- Develop the practices of good manufacturing in the cosmetics factories with a view to conforming with the standards of good manufacturing for the year 2015 for cosmetics products issued by the Jordan Food and Drug Administration, which will become mandatory on 1\7\2018.
- Enhance the competitive capabilities of the Jordanian cosmetics industry in local, regional and international markets.
The conditions to be met by the factories qualifying for benefiting from the services of the Program:
- The factory is a member of the Amman Chamber of Industry and has renewed its annual subscription and paid the full value of the community service donation.
- The factory shall be registered with the Social Security Corporation and the number of workers and employees registered with Social Security shall not be more than (249) workers.
- The registered capital of the factory is not in excess of one million Jordan Dinars.
The services and financial assistance offered through the Program:
- Offer unrecoverable financial assistance to a single factory of a ratio of 50% of the necessary consulting services cost for obtaining the Jordanian Good Manufacturing Practices Certificate not inclusive of the sales tax, and of a celling of (4000) Dinars to be given by the Amman Chamber of Industry, such according to the conditions and standards as well as the approval particular to the Chamber.
- Offer unrecoverable financial assistance to a single factory of a ratio of 50% of the cost of the consulting services necessary for obtaining the Jordanian GMP not inclusive of the sales tax, such according to the conditions and standards as well as the approval particular to the National Fund for Enterprise Support (NAFES), where the Amman Chamber of Industry will address National Fund for Enterprise Support (NAFES) to request financial assistance for every factory that complies with the conditions of the Chamber and the Fund and that submits an application to the Chamber.
Note: The Program does not cover any costs related to construction works necessary for the factory to obtain the certificate.
Work Mechanism of the Program:
- The factory which wishes to benefit from the services of the Program shall fill the application form particular to the Program (Click her GMP1) and send it to the Amman Chamber of Industry- the Bureau Section located in the main building of the Chamber in Jebel Amman nearby the Second Circle or to Email rose@aci.org.jo while enclosing the following documents:
- Copy of Company registration certificate in the Ministry of Industry and Trade
- Copy of social security statement
- Copy of the balance sheet and income statements of the last two years.
Note: In case the factory was recently established, it is not necessary to present the balance sheet and the income statements.
- The Chamber shall ascertain that the factory has met the conditions of submission of applications to benefit from the Program services particular to the Chamber and Fund, and thence to address the factory to initiate implementation of the work mechanism of the Program.
- The factory shall solicit technical and financial offers for consulting services at a minimum of two from consulting companies that are fully accredited or tentatively accredited by the National Fund for Enterprise Support (NAFES), whereupon the consulting companies shall perform a field visit to the factory, and the offers shall include a statement of all the technical aspects and final competitive prices for the consulting service, and also for the offers to include preliminary estimate of the costs related to all the construction works which the factory must implement to receive the Jordanian GMP Certificate.
- The factory shall perform an analysis of the submitted offers, and thence address the Chamber in writing while enclosing all the offers and indicating the offer which the factory wishes to choose while giving justifying reasons, and, moreover, the factory must be informed of the estimated costs of the construction works which the factory must implement and bear based on the offer it selects.
- The Chamber shall address the National Fund for Enterprise Support (NAFES) to request financial assistance from the Fund to the factory while attaching all the relevant papers submitted by the factory.
- National Fund for Enterprise Support (NAFES) shall study the application and the papers particular to the factory and shall undertake a visit to the factory and request any additional necessary information, and thence inform the Chamber and factory in writing of the decision related to offering assistance to the factory, such within a maximum period of one month from the date of the Chamber addressing the Fund.
- Subsequently, there will be follow up according to the main phases concerning any of the following two cases:
7.1 In case the National Fund for Enterprise Support (NAFES) agrees to provide financial assistance to the factory in addition to the assistance provided by the Amman Chamber of Industry:
7.1.1 The Fund shall inform the factory in writing concerning the value of assistance approved by the Fund, while indicating the name of the consulting company to provide consulting services and the amount of assistance to be provided by the Amman Chamber of Industry, while also pointing out that the follow up will materialize through preparing and signing an agreement.
7.1.2 The National Fund for Enterprise Support (NAFES) will prepare an agreement to be signed by each of the Fund, the Chamber, the factory, and the consulting company, whereby the agreement shall state all the responsibilities, rights, and tasks demanded of each party and the relevant standards, conditions and details, as well as financial aspects. Moreover, the agreement will also define the mechanism and methods of payment required of each party, and it is worthy to mention some of the main relevant points:
- The factory shall, upon signing the agreement, pay the value of sales tax due upon the cost of the consulting services (if any) to the Fund which will in turn pay the amount subsequently to the consulting company.
- The Fund shall offer the financial assistance approved by it through payment of two equal installments to the consulting company whereby the first installment is paid upon signing the agreement and the second payment upon the consulting company fulfilling all the requirements and tasks in accordance with the agreement. Moreover, the financial payments to be made by the Fund to the consulting company include the value of the sales tax due on the cost of services (if any).
- The Chamber shall provide the financial assistance approved by it through the consulting firm the required certificate and the Chamber receiving a letter from the factory indicating lack of objection to disbursal of the entitlements of the consulting company.
- The factory shall bear and pay the cost of consulting services not covered by each of the Fund and the Chamber (if any), directly to the consulting company as set out in the agreement.
7.1.3 The agreement shall be signed between the Fund, the Chamber, the factory and the consulting company.
7.1.4 Each party shall satisfy all the obligations and duties required of it under the agreement including the methods of payment abovementioned. And concerning the factory, it is worthy of mention that it is incumbent on the factory to provide all that is necessary in moral and material support and the possible means of assistance, and the necessary information and resources and facilities to obtain the required certificate including attending all the meetings and required training courses, and to implement all the recommendations presented by the consulting company to qualify the factory to receive the certificate and to bear the costs of implementing the recommendation including the various administrative, technical and construction aspects, in addition to bearing the costs related to granting the certificate by the Jordan Food and Drug Administration.
7.1.5 Upon the consulting company completing implementation of all the tasks required of it under the agreement, it shall supply the Fund with a report.
7.1.6 The factory shall address the Fund and Chamber to inform them that the consulting company has completed implementation of all the tasks required of it according to the agreement.
7.1.7 The Fund shall pay the second due installment to the consulting company.
7.1.8 After the factory receives the required certificate, the factory shall address each of the Chamber and the Fund to attach a copy of the Jordanian GMP Certificate which was received, and also to indicate in the letter a lack of objection to disbursing the entitlements of the consulting company.
7.1.9 The consulting company shall supply the Chamber with a copy of a quittance from Income Tax that is valid.
7.1.10 Thereafter, the Chamber shall pay the assistance that it offers through payment of one installment to the consulting company in accordance with the agreement.
7.2 In case the National Fund for Enterprise Support (NAFES) does not agree to provide financial assistance to the factory:
7.2.2 The Chamber shall study the consulting services offers which were previously received from the factory, and thence shall address the factory in writing to inform it of the decision of the Chamber related to offering assistance while indicating the value of assistance, and also to inform it of the requirements and mechanism which the factory must implement and complete to obtain the assistance.
7.2.3 The factory shall enter into contract with the consulting company whose offer it chose, and thence shall implement all the clauses of the agreement including providing all that is necessary in moral and material support and the possible means of assistance, information, resources and facilities necessary for obtaining the required certificate including attending all the required meetings and training courses, and implement all the recommendations presented by the consulting company to qualify the factory to receive the certificate and bear the costs associated with implementing the recommendation including the various administrative, technical and construction aspects, in addition to bearing the costs associated with granting the certificate by the Jordan Food and Drug Administration.
7.2.4 After the factory receiving the Jordanian GMP Certificate, the factory shall address the Chamber in writing to inform it of receiving the certificate while attaching the following with the letter addressed to the Chamber:
- Copy of the Certificate.
- Copy of the agreement signed with the consulting company.
- Copy of the invoices and receipts related to payment of the fees of the consulting company.
7.2.5 Thereafter the Chamber shall pay the financial assistance to the factory previously approved by the Chamber.
