Main Objectives:
- Improve the administrative systems and capacities of factories.
- Improve the quality management systems applied in factories
- Enhance the competitive capabilities of Jordanian products in domestic and international markets.
Conditions that must be fulfilled by factories that may apply for availing of the services of the program:
- The factory must be registered at the Amman Chamber of Industry and shall have renewed its annual subscription and paid the full value of the donation of community service.
- The factory shall be registered with the Social Security Corporation and the number of workers registered with Social Security shall not be in excess of (249) workers.
- The registered capital of the factory shall not be in excess of one million JD.
Program Services:
The program services encompass the following international standard certificates:
ISO 9001, ISO 22000, HACCP, ISO 14001, OHSAS 18001
Including the following:
- Provide unrecoverable financial support to the single factory of a ratio of 50% of the cost of consulting services to obtain the required conformity certificate not inclusive of sales tax and of a ceiling of (2000) JD from the Amman Chamber of Industry, such according to the terms, standards and approval particular to the Chamber.
- Provide unrecoverable financial support to the single factory of 50% of the cost of consulting services to obtain the required certificate not inclusive of the sales tax and of a ceiling of (2000) JD by the National Fund for Enterprise Support (NAFES), such to apply for financial assistance for each factory that complies with the terms of the Chamber and the Fund and that submits an application to the Chamber.
Comment:
The cost of external auditing particular to the quarters that are internationally accredited to perform external auditing and grant a certificate to the factory is outside of the boundaries of the framework of costs supported according to any of the two items (1,2) referred to above, where they shall be covered by the factory.
Work mechanism of the program:
- The factory which desires to avail of the services of the program shall complete the application form particular to the program (click here QMS1) then send the application to the Amman Chamber of Industry- the Bureau section located in the main building of the Chamber in Jebel Amman in proximity to the Second Circle or to the email rose@aci.org.jo while attaching the following:
- Copy of the Company registration certificate at the Ministry of Industry and Trade.
- Copy of the Social Security statement.
- Copy of the balance sheet and income statements for the last two years.
Comment: In case the factory was recently established, submitting the balance sheet and income statements is not required.
- The Chamber shall ascertain that the factory has met the conditions for applying for availing of the services of the program particular to the Amman Chamber of Industry and the National Fund for Enterprise Support (NAFES), and thence to address the factory to commence implementation of the work mechanism of the program.
- The factory shall solicit technical and financial offers for consulting services that are at least two from fully or tentatively accredited consulting companies by the National Fund for Enterprise Support (NAFES), whereby the proposals or offers shall include a statement of all the technical aspects and final competitive prices.
- The factory shall perform an analysis of the offers submitted by the consulting companies, and thence addressing the Chamber in writing while attaching all the offers submitted by the consulting companies including the offers of the laboratories international accredited for performing the necessary laboratory tests, while indicating the offer chosen by the factory whilst stating the justifying reasons for choosing it.
- The Chamber shall address the National Fund for Enterprise Support (NAFES) to request the provision of financial assistance from the Fund to the factory while attaching all the relevant papers submitted by the factory.
- The National Fund for Enterprise Support (NAFES) shall study the application and the papers particular to the factory while also undertaking a field visit of the factory and requesting any additional necessary information, and thence to inform the Chamber and the factory in writing of the decision related to offering assistance to the factory, such within a maximum period of one month from the date of the Chamber addressing the Fund.
- Subsequently, follow up shall take place as per the main phases for any of the following two cases:
7.1 In case the National Fund for Enterprise Support (NAFES) approves offering assistance to the factory in addition to the assistance of the Amman Chamber of Industry:
7.1.1 The Fund shall notify the factory in writing of the value of the support approved by the Fund and the value of the support, while indicating the name of the consulting company that will offer consulting services and the value of the assistance to be provided by the Amman Chamber of Industry, while also stating that follow up will materialize through preparing and signing the agreement.
7.1.2 The Fund shall prepare an agreement to be signed by each of the Fund, the Chamber, the factory and the consulting company, whereby the agreement shall include all the responsibilities and duties of each party and the technical aspects, and the agreement will also define the mechanism and methods of payment required of each party, and it is worthy to note some of the main relevant points:
- The factory shall upon signing the agreement pay the due sales tax related to the cost of consulting services (if any) to the Fund whereby the Fund shall subsequently pay it to the consulting company.
- The Fund shall provide the financial assistance determined by it through making two equal payments to the consulting company whereby the first payment is made upon the signing of the agreement and the second payment upon completing all the requirements and tasks required by the consulting company under the agreement. Moreover, the financial payments to be made by the Fund to the consulting company includes the value of the sales tax due upon all the services (if any).
- The Chamber shall provide the financial assistance decided by it through making a single payment to the consulting company, such after the factory receives the required certificate and the receipt by the Chamber of a letter from the factory indicating non-objection to disbursal of the entitlements of the consulting company.
- The factory shall bear and pay the cost of the consulting services not covered by the Fund and the Chamber (if any), such directly to the consulting company as defined by the agreement.
7.1.3 The agreement shall be signed between the Fund, the Chamber, the factory and the consulting company.
7.1.4 Each party shall implement all its obligations and duties under the agreement including the methods of payment abovementioned. And as relates to the factory, it is worthy of mention that it is incumbent on the factory to provide the necessary moral and material support and the possible assistance, information, resources and facilities necessary for obtaining the required certificate including attending all the required meetings and training courses, implementing all the recommendations submitted by the consulting company qualifying the factory to obtain the required certificate, in addition to bearing all the expenses related to conducting the external audit by a quarter that is internationally accredited and obtaining the required certificate..
7.1.5 After the consulting company completes implementing all the required tasks under the agreement, it shall furnish the Fund with a report in this regard.
7.1.6 The factory shall address the Fund and the Chamber to notify them of the consulting company completing implementation of all the tasks required of it under the agreement.
7.1.7 The Fund shall pay the second due payment to the consulting company.
7.1.8 After the factory receives the required certificate, the factory shall address both the Chamber and the Fund and send a copy of the certificate obtained while also stating in the letter non-objection to disbursal of the entitlements of the consulting company.
7.1.9 The consulting company shall provide the Chamber with a copy of the quittance from the Income Tax Department which is valid.
7.1.10 Thence, the Chamber shall pay the assistance offered through making one payment to the consulting company in accordance with the agreement.
7.2 In case the National Fund for Enterprise Support (NAFES) does not approve offering assistance to the factory:
7.2.1 The Chamber shall address the factory in writing to request implementation of the mechanism particular to the Chamber program without assistance provided by the Fund, such through soliciting offers from consulting companies.
7.2.2 The factory shall solicit technical and financial offers- at least two- from consulting companies, whereby the offers include an indication of all the technical aspects and final competitive prices.
7.2.3 The factory shall perform an analysis of the submitted offers, and thence address the Chamber in writing while enclosing all the offers and indicating the offer that the factory wishes to choose and stating justifying reasons.
7.2.4 The Chamber shall address the factory in writing to notify it of the decision related to providing assistance while determining the value of support and the requirements and mechanism to be implemented completed by the factory in order to receive assistance.
7.2.5 The factory shall enter into contract with the consulting company whose offer it chose, and thence implement all the clauses of the agreement including gall the required moral and material support and the possible means of assistance, information, resources and necessary facilities for the success of the project and obtaining the required certificate, and also attend all the required meetings and training courses, and implement all the recommendations submitted by the consulting company to qualify the factory to receive the required certificate, in addition to paying all the fees of the consulting company at the specified time according to the agreement and bearing the expenses associated with performing the external audit by an accredited quarter and receiving the required certificate.
7.2.6 After the factory receives the required standard certificate, the factory shall address the Chamber in writing to apprise the Chamber of receiving the certificate and enclose the following with the letter addressed to the Chamber:
- A copy of the certificate received.
- A copy of the agreement signed with the consulting company.
- A copy of the invoices and receipts associated with payment of the fees of the consulting company.
7.2.7 The Chamber shall pay the financial assistance approved by the Chamber to the factory.
