Traders: Adoption of The «Specification Rate» Addresses Gaps Impeding Import And Investment

Alrai – All dealers in different sectors, that the adoption of the law amending the specifications and standards of the House of Representatives, addresses the distortions and gaps in the current law that constitute an obstacle to import and investment. 

They said that the law gives traders the flexibility to dispose of goods that do not meet the Jordanian standard without posing a threat to public safety or harm to the environment. 

In statements to the opinion, they considered the law as a correction to the imbalances that were in the previous law. 

The House of Representatives approved in a session yesterday the law amending the specifications and standards law for 2019, which allows the re-export of goods contrary to the Jordanian standard to any country without the requirement to be to the country of origin provided that re-export within a period not exceeding 90 days from the date of the results Final checks, prohibited from displaying, selling, renting or distributing the product, including free distribution.

The adoption of the law also allowed the importer to amend the declaration card for products that violate the technical rules, so as to make them conform without compulsory return to the country of origin, and deputies refused to donate products that do not conform to the technical rules for the benefit of charities. 

Deputy Chairman of the Jordan Chamber of Commerce Jamal Rifai said that the adoption of the House of Representatives amendments, a step in the right direction to lift the injustice on importers, and came as a result of the demands of the entire commercial sector to address the distortion existing law. 

He added that allowing the re-export of goods contrary to the Jordanian standard to any country without requiring re-export to the country of origin, gives the trader flexibility to search for an alternative market in order to avoid any losses, as many countries differ in their technical specifications adopted from each other, and gives him the right to transfer Some types of goods according to the Jordanian customs law to the free zone and sent outside the country after fulfilling 8 requirements according to the law. 

Regarding the statement card, Al-Rifai pointed out that the demand for this amendment is to allow the corrective action related to the statement card for the technically valid goods and does not pose any danger to public safety or the safety of the environment, thus doing justice to the trader and protecting him from incurring losses he is indispensable. 

He pointed out that the amendments put an end to losses and maintain control instructions and prevent leniency for goods that do not conform to Jordanian standards, expressing his hope to amend a number of laws that constitute an obstacle to investment, chiefly the Customs Law. 

In turn, the representative of the electrical sector in the Jordan Chamber of Commerce Hatem Al-Zoubi, that the amendment of the law simulates international laws, because the specifications of goods may be compatible with other countries and acceptable to them, and therefore a step that will reflect positively on the commercial sectors, and reduce the costs experienced by the merchant for years, These goods were previously damaged. 

Contrary to what some believe, Zoubi denied that the amendments will affect the quality of goods, but gives the merchant the flexibility to dispose of his goods and export to countries that accept certain specifications, which will lead to the wheel of import and export and the national economy. 

Munir Abu Dayyeh, head of the clothing and textiles dealers' union, said that these articles caused a serious disruption in the commercial sector when they were approved in 2015, which caused traders great damage and losses as a result of re-export to the country of origin, and incurred undue financial burdens and costs. 

He added that the current law does not have a similar in the world because of its difficulty, and is one of the biggest obstacles facing the various economic sectors, it was necessary to make amendments to facilitate its work and push our economy for the better and enhances, and facilitates the movement of movement, work and trade within Jordan, stressing that it Will contribute positively in the next stage. 

He called for more amendments to many laws that negatively affected the national economy, the most important of which is the Sales Tax Law, the Income Tax Law and the Landlords and Tenants Law. 

For his part, Khaled Habnaka, representative of the furniture, stationery and games sector, praised the amendments and considered it a correction for some of the financial burdens and costs suffered by traders and an opportunity to export their goods to countries that accept specifications that are not in Jordan. For export to neighboring countries. 

It is noteworthy that according to the reasons of the law, the re-export of products that do not conform to the technical rules of the country of origin exclusively, led to high costs for importers in light of the reluctance of the countries of origin to re-receive the re-exported products and impose high fees on them, which requires allowing the violator to re-export products violating the rules This amendment is in full conformity with the WTO Agreement on Trade Facilitation, which stipulates that re-export to a country is not mandatory. Origin.
