The Economic and Social Council issued a policy paper
entitled "Enhancing the economic and social performance of small and
medium-sized enterprises ... towards a new economic model".
The paper follows the recommendations of the SME Conference
held on 11-12 December 2018 in cooperation with the Jordan Chamber of Industry
and under the patronage and participation of Prime Minister Dr. Omar Al-Razaz.
The paper included a set of recommendations to improve the
reality of small and medium enterprises and address the obstacles and challenges
facing this vital sector.
The Chairman of the Board Dr. Mustafa Al-Hamarna said that
the great interest of small and medium enterprises comes as the backbone of the
Jordanian economy and plays an important role in stimulating economic growth
and creating jobs and employment. Micro, small and medium enterprises
constitute 99.5% of the economic establishments operating in the Kingdom. % Of
the workers in the economic establishments, in addition to providing half of
the jobs created in the economy of Jordan.
Al-Hamarneh pointed to the importance of developing the work
of small and medium enterprises and improving the business environment
associated with them, especially to help young people to innovate and open
projects, and thus to work on the self-employment of these entrepreneurs as
well as their ability to create jobs for the surrounding society.
The paper discussed the reality of the SME sector in Jordan
and the extent of its contribution to both production and operation in Jordan.
In addition to the most important challenges facing the sector such as
financing, access to markets, licensing, exhibitions and skilled labor, the
paper presented a set of priority actions for the development of small
enterprises And medium.
Including facilitating and reducing the rate of profit on
loans and exemption from taxes and fees and license fees for the first year
from the moment of start-up and production to enable projects to grow and
develop, facilitate home licensing procedures and apply them to the rest of the
local governorates, and provide incentives to register domestic work (such as
exemptions from registration fees) To allocate a mandatory percentage of
government procurement and tenders for SME products by 15% and to establish an
umbrella body representing the SME sector, which will take care of the
interests of all interested parties (eg, One of the most prominent
recommendations of the paper on innovation and innovation was the creation of a
pioneering think tank that would bring together the pioneering ideas deployed
in the Kingdom and adopt and link them with financial institutions and
technical support institutions to ensure implementation and continuity. Raising
the quality and competitive advantages, opening up new markets in African
countries and raising exports in other countries, for example the GCC, Europe
and the Americas.
The Secretary of the Board, Mohammed Nabulsi said that the
paper came after a series of meetings and meetings and meetings brainstorming
with a large crowd of entrepreneurs from different regions of the Kingdom where
the Council listened to their demands and recommendations within the paper and
agreed to form a committee under the umbrella of the Council tasked
