The House of Representatives passed the Amnesty Law, taking into account the principle of expanding the number of crimes it covers, to be the broader and most comprehensive law in the amnesty laws passed.
1. Undertaking all crimes.
2. Crimes against the duties of public office provided for in articles 170 and 176 of the Penal Code.
3. Road, transport and communications offenses committed contrary to the provisions of Article 376 of the Penal Code.
Article 376
1. Methods of transport and communication:
Of the latest intentional destruction on a public road or a bridge and in a public institution or the right to harm it intentionally, shall be punished by imprisonment for a term of up to one year, and if his work results in a danger to public safety, he shall be punished by imprisonment from six months to two years. Five hundred dinars and guarantees the value of the damage.
4. The offenses provided for in articles 185 and 186 of the Penal Code contain resistance of a public official.
Article 185
Staff resistance:
1. Anyone who has resisted an employee or a worker with violence or distress and is working to implement the applicable laws or regulations or to collect fees or taxes prescribed by law or to implement a judgment or judicial order or any order issued by a competent authority punishable by imprisonment of not less than one year if he is armed and imprisoned Not less than six months if he is disarmed.

Article 186
Any physical or passive resistance to a legitimate act by one of the persons described in the preceding article shall be punished by imprisonment from three months to two years or by a fine from one hundred dinars to three hundred dinars.
5. Crimes set forth in Article 19 and Article 20 (paragraph (b)) of the Military Penal Code.
6. The offenses provided for in articles 7, 8, 9 and 12 (paragraph (a)) of the Narcotics and Psychotropic Substances Act.

11- The fines resulting from violating the provisions of the Traffic Law No. (49) for the year 2008, with the exception of Article (27) thereof, which includes causing death.
12 - Threat crimes stipulated in Articles (349-352) of the Penal Code No. (16) of 1960.
Article 349
3. Threat:
1. A person who threatened another month of his weapon shall be punished by imprisonment for a term not exceeding six months.
2. If the weapon is fire and used by the perpetrator, the penalty shall be imprisonment for a period not less than six months.
Article 350
Of another who commits a felony punishable by death or permanent or temporary imprisonment for fifteen years, whether by closed letter or by a third person, shall be punished by imprisonment from six months to three years.
Article 351
If the threat of any of the above offenses does not include an order or contain an order, it shall be obtained without the assistance of another person, on the basis of the complainant's complaint, and shall be punished by imprisonment for one to two years.
Article 352
A person who has suffered a sentence of imprisonment for up to one year shall be liable to a lesser offense than the offenses mentioned in Article 350 if committed by any of the means set out in the same article.
13 - Crimes of slander, slander and defamation provided for in Articles (188-199) of the Penal Code and Article (11) of the Electronic Crimes Law
Article (11) of the Electronic Crimes Law provides that:
Any person who deliberately intentionally sends, resumes or publishes information or data through the Internet or the website or any information system that involves defaming, insulting or insulting any person shall be liable to imprisonment for a period of not less than three months and a fine not less than (100) And not more than (2000) thousand dinars.
14 - Crimes committed contrary to the provisions of the Water Authority Law No. (18) of the year 8198 and Articles 455 and 456 of the Penal Code concerning the water system

Including the disconnection of telecommunications or radio transmission or broadcasting of any radio, television or electrical network, whether by damage to machinery or wiring or in any manner.
16. Crimes of fraud Damage to creditors contrary to the provisions of articles 441 and 442 of the Penal Code.
* Crimes included in the amnesty provided that the personal right is dropped.
1. Crimes committed contrary to the provisions of paragraphs (1) and (3) of Article (327) and the commencement referred to in paragraphs (2) and (4) thereof and the commencement of Article 328 of the Penal Code.
Article 327
Acts of intentional killing shall be punishable if committed:
1. A prelude to a felony or facilitation or implementation of it or to facilitate the escape of instigators or perpetrators or those who interfere with them, or to prevent them from punishment.
2. On more than one person.
Article 328
Death penalty shall be punishable intentionally:
1. If committed with premeditation, he is said to have (willful killing).
2. If he commits a prelude to a felony or facilitating or implementing it, or to facilitate the escape of the instigators of the crime or its perpetrators or those who interfere in it or to prevent them from punishment.
3. If the offender commits one of his assets.
2. Crimes against the public authority provided for in Article 187 of the Penal Code.
Including assaults, beatings and assaults against a public official, a faculty member, a doctor, a nurse, a member of the armed forces, the General Intelligence, the General Security, the gendarmerie or the civil defense in the exercise of his or her functions, A member of the National Assembly or a judge.
3. Crimes committed contrary to the provisions of articles (400-405 bis) of the Penal Code relating to criminal theft and looting if the perpetrator of the crime provided for in these articles for the first time.
4. Crimes of burning committed contrary to the provisions of Articles (368-373) of the Penal Code.
5 - the crime of criminal fraud committed in violation of the provisions of Article (265) of the Penal Code.
6. Crimes of causing death in contravention of the provisions of Article 343 of the Penal Code No. 16 of 1960 and Article (27) of Traffic Law No. 49 of 2008.
7 - Crimes leading to death stipulated in Article (330) of the Penal Code.
8 - Offenses to harm the persons stipulated in articles (334 bis) and Article (335) of the Penal Code.
9. Fraud and Crimes of Crimes as set out in Articles 417-420 and Article 423 of the Penal Code.
10 - Fraudulent bankruptcies stipulated in Articles 438 and 439 of Penal Code No. 16 of 1960 and fraud crimes in the type of goods stipulated in Article (433).
11. Offenses of slander, perjury and false right stipulated in Articles 210, 214 and 221 of the Penal Code.

Recommendations of the Council:
Following a meeting chaired by Speaker of the House of Representatives Eng. Atif Tarawneh, the Government committed itself to the following members of the Legal Committee:
1- Studying the debts incurred by the gharamat and taking the necessary steps to pay the amounts due to them and do not exceed two thousand dinars.
2- To work on amending the system of the university student support fund and transferring the loans of the students who have obtained the distinction to grant. For the students who have obtained loans and are entitled to payment, they shall be paid five years from the date of their graduation from the university for a period of five years or get a job whichever comes first. On those loans.
3 - exempting small farmers who have received loans that do not exceed ten thousand dinars of the interest of the loans associated with the rescheduling of these loans and write off interest thereon.
The Council agreed with the recommendation of the Legal Committee that a special amnesty should be opened to examine some cases not covered by the amnesty law in particular because of the circumstances of some of those cases.
And work to find a unified penal code by including all the crimes and penalties found in other laws so that the Penal Code is the basis for all crimes.
According to the House of Representatives, the amnesty will not include the following offenses:
1. Crimes against the external and internal security of the State.
2. Crimes of associations of bad guys and illegal associations.
3 - Crimes of burning and destroying records of the public authority.
4- Crime of criminal theft and looting if he repeats it.
5. Crimes of bank fraud and crimes related to coins.
6. Crimes of criminal fraud
7. Crimes of assault on the offer include rape, maltreatment and criminal abduction.
8. Espionage crimes.
9. Crimes committed contrary to the Economic Crimes Law.
10. Crimes committed contrary to the provisions of the Integrity and Anti-Corruption Act.
11 - Crimes of human trafficking and dealing with slavery.
12. Crimes of money laundering and financing of terrorism.
13. Crimes committed contrary to the provisions of the Prevention of Terrorism Act.
14. The offenses stipulated in article 11 (a) and (b) of the Firearms and Ammunition Act stipulate that:
a . Anyone who makes, imports, buys, transfers, sells, buys or mediates in the purchase or sale of any gun or automatic weapon without a license for the purpose of using it unlawfully shall be punished with perpetual occupation and shall be confiscated.
a. Any person who manufactures, imports, exports or attempts to export firearms or ammunition without a license shall be punished for a period of not less than fifteen years and shall be confiscated.
15. Crimes set forth in Article 12 of the Crackers Law, which include those found in possession, transfer, sale or purchase of explosives without a license for the purpose of their unlawful use, shall be punishable by perpetual occupation, and whoever uses explosives with the intent of terrorism or with intent to cause harm In the life or property, whether resulting in harm or not, shall be punishable by death.
16. Fines resulting from violation of the provisions of the Income Tax Law, the General Sales Tax Law and the Customs Law.
