We would like to inform you, based on what we received from the Jordanian Ministry of Industry & Trade & Supply, that the Joint Committee of the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin has recently approved new simplified rules of origin, that replace the previous rules of origin under the Protocol No. (3) of the EU- Jordan Association Agreement, where now the new rules are officially effective at the national level following to the approval by the Jordanian Council of Ministers and publication through the Official Gazette
It is worth to mention that the newly approved rules of origin are simplified and more flexible for several industrial products in comparison with the previous ones, as a guiding example, the new simplified rules of origin for the products classified under Harmonized System Chapter (62)- Articles of apparel and clothing accessories knitted or crocheted is weaving combined with making-up including cutting the fabric, while the previous rules of origin was mainly to start the manufacturing from yarn. Therefore, generally the simplified rules of origin provide valuable opportunities for Jordanian exports to obtain the EUR.1 certificates, and therefore benefit from the preferential treatment and exempt of custom duties when export from Jordan to any of the EU (27) countries
Kindly, review the attached document titled “Decision No 1/2023 of the Joint Committee of the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin (Click Here), which lists the general rules and then the details of the updated rules of origin in pages no. (31-77) which indicate for the tariff codes, product descriptions and the corresponding new rules of origin requirements for obtaining the EUR.1 certificate for each product
Also, we would like to highlight that Amman Chamber of Industry in cooperation with the Ministry of Industry, Trade and Supply, will organize an awareness workshop during the upcoming period, in order to explain these changes in details
